TETRAS II: Test & Evaluation Technologies for Ranges, Armaments & Spectrum II

A Multiple Award Indefinite Delivery, Indefinite Quantity (MA IDIQ) contract that will develop and apply specialized prototype systems and test equipment, command, control, communications, computer, intelligence, surveillance, and reconnaissance (C4ISR), munitions systems, and electronic combat/countermeasures within live and virtual test parameters will be supported under this effort. TETRAS is a 10-year effort including options and the contract has a $998M ceiling.

EXPRESS: Expedited Professional and Engineering Support Services

i3 has three Direct Awards (DA) providing research and development advisory and assistance services to the United States Army under the Technical Domain for the Expedited Professional and Engineering Support Services (EXPRESS) contract. These DAs provide technical support for the U.S. Army Combat Capabilities Development Command (DEVCOM) Aviation & Missile Center (AvMC), the Program Executive Offices (PEO), and allies for fielded Army aviation and missile systems.

OTAs: Other Transaction Authorities

An Other Transaction Agreement (OTA) is an acquisition instrument that allows agencies to enter into transactions other than standard Government contracts, grants, and cooperative agreements. OTAs are not subject to the Federal Acquisition Regulation (FAR), DoD FAR Supplement (DFARS), and many other statutes and regulations associated with Federal Government contracting. OTAs provide a commonsense, flexible, efficient, and user-friendly way of linking Government buyers and commercial sellers of advanced technologies. OTAs replace nothing—they are simply an additional tool that Congress has authorized to help Government program managers accomplish their missions. i3 belongs to the following Consortia:

Mentor-Protégé Program (MPP): OSBP

The DoD Mentor-Protégé Program (MPP) assists small businesses (Protégés) to successfully compete for prime contract and subcontract awards by partnering with eligible companies (Mentors) under individual, project-based agreements. Mentors incorporate the MPP into their sourcing strategies, while protégés gain technical and business expertise, fostering mutually beneficial relationships to expand in the defense sector.

SeaPort Next Generation (NxG)

SeaPort Next Generation (SeaPort-NxG) is able to supply the Naval Sea Systems Command, Naval Air Systems Command, Space and Naval Warfare Systems Command, Naval Supply Systems Command, Military Sealift Command, Naval Facilities Engineering Command, Strategic Systems Programs and the United States Marine Corps with engineering, financial management, and program management. Support services under Next Generation include research and development, prototyping, acquisitions logistics, modeling, test and evaluation trails, and engineering.

OASIS+

OASIS+ is a collection of multiple-award, Indefinite Delivery, Indefinite Quantity (IDIQ) contracts, of which the contract base period is five (5) years with one (1) option period of five (5) years that may extend the cumulative contract ordering period to 10 years. Under the OASIS+ program, this suite of contracts combines the scope of legacy OASIS, Building Maintenance & Operations (BMO), and Human Capital & Training Solutions (HCaTS), along with new areas of service that were previously not in scope. These contracts are designed to address agencies’ need for a full range of service requirements that integrate multiple professional service disciplines and ancillary services/products with the flexibility for all contract types and pricing at the task order level.

MPP

The DON Mentor-Protégé Program (MPP) enhances the capabilities of disadvantaged small businesses to expand their footprint in the defense industrial base and successfully compete for prime contracts and subcontracts by partnering with large companies under individual, project-based Agreements.

Under the MPP, small businesses (Protégés) partner with larger companies (Mentors). In the past five years, DoD’s MPP has helped more than 190 small businesses fill unique niches and become part of the military’s supply chain.

i3, as a DoD MPP approved mentor, has made the MPP an integral part of sourcing plans while protégés have used their involvement in the MPP to develop technical capabilities. i3’s successful mentor-protégé agreements provide a winning relationship for the protégés, i3 as the mentor, and the DoD.
